The Hardship Commission is set up by the Senate and made up entirely of Members of the Hamburg Parliament. It meets to discuss special cases to do with residence permits for foreigners.
Parliament is headed by the President. Together with the Council, she has the task of safeguarding the rights of Parliament and its Members and preserving its dignity.
The Council of Elders assists the President in the performance of her duties. It gets the parliamentary groups to agree on the agenda and order of business for Bürgerschaft sittings and the parliamentary work programme.

Members of Parliament are the people’s representatives and join to form parliamentary groups. They vote in parliamentary sittings on Hamburg’s future and can address oral and written questions on public issues to the Senate. They are often in “their” local districts and hold public surgeries.
